16R Threshold Slab Replacement at Sydney Airport

Sydney Airport Runway Upgrade – Rigid Pavement Reconstruction on RWY 16R

Antoun was engaged by Sydney Airport to deliver a major rigid pavement reconstruction on one of the most critical pieces of aviation infrastructure in Australia – Runway 16R (RWY 16R). This threshold is the busiest of its kind in the country, forming a vital gateway for both domestic and international flights.

The project involved a full runway slab replacement and associated airport infrastructure maintenance works, marking a significant milestone in the airport’s long-term asset management strategy.

Background – Why RWY 16R Needed Renewal

The concrete pavement at the RWY 16R threshold was originally constructed in 1968. Over the decades, it has withstood the stresses of heavy aircraft traffic, jet blast and Australia’s changing weather conditions. By the mid-2010s, signs of pavement failure began to emerge, including cracking, surface wear and reduced load-bearing capacity.

For the past ten years, Antoun has worked closely with Sydney Airport to extend the operational life of the threshold using our proven Rapid Set concrete slab repair program. This approach allowed repairs to be completed quickly, often overnight, ensuring the runway can reopen for normal operations with minimal disruption. However, by 2024, the threshold had reached the end of its serviceable life and required a complete pavement rehabilitation to maintain safety and performance standards.

Scope of Works – Delivering a Complex Airside Construction Project

Working within a high security, regulated environment meant that every stage of the project had to be carefully planned and executed to comply with Airside Safety and Operations Regulations. The works included:

  • Demolition of the existing threshold rigid pavement down to subgrade level.
  • Subgrade preparation to create a stable and level foundation.
  • Installation of a new base layer, ensuring optimal load distribution and long-term durability.
  • Construction of PCC rigid pavement and transition slabs to seamlessly connect with adjacent runway surfaces.
  • Replacement of redundant and worn line markings with new MOS standard compliant pavement markings for enhanced visibility and safety.
  • Airfield Ground Lighting and MAGS upgrades, including the installation of off-pavement conduits and pits, new primary and secondary cables, plugs, sockets, and the connection of shallow base canisters and light fixtures.

This was not just a runway slab replacement project — it was a full-scale aviation infrastructure upgrade requiring a coordinated approach across civil works, electrical systems and safety compliance.

Challenges – Working in Australia’s Busiest Runway Environment

The RWY 16R threshold is the busiest in Australia, handling a constant flow of take-offs and landings. Historically, access for a full reconstruction was limited due to operational constraints.

However, during the COVID-related downturn in aviation traffic, Sydney Airport identified a rare window of opportunity to undertake the full works under modified runway operating conditions. This reduced traffic allowed for extended work periods and streamlined logistics without compromising safety or airport efficiency.

The airside construction environment posed additional challenges, including:

  • Strict security protocols for all personnel, vehicles and materials entering the worksite.
  • Adherence to precise scheduling to avoid disrupting air traffic operations.
  • Coordinating multiple work teams and subcontractors in a restricted space.
  • Managing environmental considerations such as dust suppression and noise control.

The Results – A Stronger, Safer, and More Durable Runway

The completed Sydney Airport runway upgrade has delivered:

  • A completely reconstructed threshold designed for decades of heavy use.
  • Improved surface integrity, ensuring smoother landings and take-offs.
  • Enhanced durability through the use of advanced PCC rigid pavement technology.
  • Upgraded Airfield Ground Lighting for improved visibility and safety in all weather conditions.
  • Increased compliance with modern aviation infrastructure standards.

This project is a landmark in Sydney Airport’s history, not only because it addressed a critical section of runway infrastructure but also because it was delivered with minimal unplanned operational interruptions despite the complexity and scale of the works.
